Disposal of land at 14-16 Constable Road and 26-32 Constable Road, Lockleaze – to Lockleaze Neighbourhood Trust (LNT)

Purpose:
To enable release of sites specifically to the
community led housing sector via an open transparent bidding
process for the delivery of community led housing to meet Corporate
objectives of taking an “asset-based community
development” approach to work with communities and partners
to transfer assets and power to greater numbers of people so they
have more involvement. To increase the delivery of affordable
housing for local people.
Decision:
To agree the disposal of the 2 parcels of Land
at Constable Road to Lockleaze Neighbourhood Trust in line with the
Community Led Housing Land Disposal Policy (CLH LDP) adopted by
Cabinet in February 2020. The policy identified four sites for
disposal for Community led housing, including the site at 26
– 32 Constable Road (and 3 other named sites with the
potential to deliver in excess of 10 homes) and gave delegated
authority to the Executive Director for Growth and Regeneration, in
conjunction with Director - Legal and Democratic Services and
Deputy Mayor – Finance, Governance and Performance for the
sale of 26-32 Constable Road. It was also agreed by Cabinet that
sites with the capacity to deliver between 3 -10 homes, identified
as suitable for delivery via community-led housing could be
disposed of in accordance with the CLH LDP. This therefore includes
the sale of 14-16 Constable Road.
Following the release of these sites on ProContract the decision
was taken to approve preferred bidder status to LNT for the sites
at 14 – 16 Constable Road and 26-32 Constable Road and to
dispose of the parcels subject to satisfactory planning consent and
an OED was published in December 2020. A single planning
application was submitted by LNT across both sites with planning
approval granted for a total of 19 affordable homes (11 units at
26-32 Constable Road and 8 units at 14-16 Constable Road).
