Purpose:

It was agreed at Cabinet on 2nd August 2022, that Bristol Harbour Festival would be funded for the next five years, via a one-year extension to the existing contract followed by procurement of a new four-year contract.
It was acknowledged that negotiation of a change of terms may be required for the one-year extension. The current contractor has now come back with revised terms. We are recommending that these terms be approved, so the amended extension documents can be drawn up.
Cabinet have approved the extension.
The requested change in terms from the contractor was deemed to be reasonable.

Decision:

To approve the one-year extension to the existing Bristol Harbour Festival contract as agreed at Cabinet on 2nd August 2022 followed by procurement of a new four-year contract.

Alternative options considered:

Option 1 - The only other option available was to not extend the contract. This option was discounted as it would lead to us not being able to deliver a festival in 2023, resulting in substantial negative financial, social value and reputational impacts.
