Education maintenance grant contribution for new heating system at Blaise Primary School

Purpose:
Blaise Primary School has an oil-fired heating
system that is at end of life and needs replacing. The Energy
Service have been working on a grant funded air-source-heat-pump
(ASHP) project to replace this old system. Due to increases in
costs seen across the construction industry and the need to upgrade
the school’s electrical infrastructure. The project is over
budget by £300k. Available Education maintenance funding can
be allocated to this key maintenance issue, solve the heating
problems, and deliver a low carbon heating solution that makes use
of grant funding
Decision:
To allocate £300k from the Education
maintenance grant given to BCC by the Department for Education
(DFE) to meet the shortfall required to complete this
project.
Alternative options considered:
Cancelling the project – not possible as
the school will still have an old oil heating system that needs
replacing
Replacing with gas – does not meet the council’s
corporate net zero objectives
