Purpose:

The services procured will assist Bristol City Council in managing this civils works contract, which is of considerable size and complexity. There is currently insufficient resource to manage this contract using internal members of staff. Bristol City Council is satisfied that the resource procured externally has the relevant skills and expertise to fulfil the role.

Decision:

The director for Growth and Regeneration has approved the procurement of NEC4 Project management services and Site supervision services during the ongoing civils contract for the highway improvement works package at Bedminster Green, which comprises works around Malago Road and Whitehouse Lane. The decision follows a tender process under the West of England Professional Services Framework.

Alternative options considered:

Option 1 - Using an agency organisation to appoint specific individual people was considered, however this commission instead uses a consultancy organisation to fulfil the roles of NEC4 (New Engineering Contract) Site Supervisor and NEC4 Project Manager at all times using any means necessary, and to match any resource demands and technical expertise required to complete the project. Appointing individuals through an agency would leave BCC exposed to risk of resource insufficiency due to staff absence / departure or unforeseen increases in project complexity/resource demands, and Bristol City Council would also need to fulfil specialist back-office functions such as Quantity Surveying, which are all covered under the tendered contract.
