Virgin Media Traditional Telephony Contract

Purpose:
The services are required in order to maintain
our traditional telephony functionality used for desk phones, alarm
lines (Fire, Lift, and Security) and door access / concierge
systems. The contract term reflects the nationwide Public Switched
Telephone Network (PSTN) switch off by December 2025, where we will
be replacing these services with newer technology leading up to
that date.
Decision:
To award a contract necessary to continue
utilising traditional telephony services provided by
Virgin Media Business until December 2025 which is being awarded
through a compliant exception due to the absent of competition for
technical reasons under Regulation 32(2)(b)(ii) of The Public
Contracts Regulations 2015.
Alternative options considered:
Competitive Tender – This option is not
possible due to services being stop-sell with the Internet Service
Providers so no new supplier could take on these services
Not continue to utilise services – This option is not
feasible as the services are still required to operate alarm
systems including fire alarms which will impact health and safety
if removed
