To enter into a contract with Perfect Circle JV Ltd to undertake
feasibility, design, planning and contract management of refurbishment works.

Alternative options considered:

An alternative option to procuring Perfect Circle would be to procure a number of separate work packages however this would add significant time to the overall delivery programme.
