Purpose:

The proposed changes to the Joint Plan have been considered by executive officers and members of the four West of England Councils in line with the decision of Bristol City Council Full Council meeting on 14th November 2017 which agreed that:
‘The Service Director for Planning, or any other Director with responsibility for Strategic Planning, is delegated the authority, in consultation with the Cabinet Member for Strategic Planning and City Design and in co-ordination with Bath and North East Somerset, South Gloucestershire and North Somerset Councils, to;
a) make modifications to the JSP if needed, either prior to publication or prior to submission, and
b) respond to issues arising during the examination, including making modifications to the JSP

Decision:

To agree proposed changes to Policies 1 and 2 of the Joint Spatial Plan as set out in Schedule 1 attached and to submit these as part of the Councils’ hearing statements for the JSP Examination

Alternative options considered:

Detailed changes to policy wording are proposed to:
•Policy 1: to revise the housing requirement figure for the West of England to 102,800 and the apportionment of it by UA for monitoring purposes, to reflect the updated Strategic Housing Market Assessment, and to remove the reference to a contingency housing figure; and
•Policy 2: to remove the reference to a contingency housing figure and to provide clarity on the scope of green belt modification in Local Plans.
Proposed modification wording set out meets the changes required to be considered at the Examination.
Not to change the policies as proposed would fail to address the identified issues.
