Purpose:

Jobs, Training and Enterprise grants are made to enable an increase in delivery of community based upskilling and readiness for work. Outcomes include support for jobseekers, opportunities to access upskilling events and provision of facilities to support local enterprise.

Decision:

To approve the payment of a Capital grant of £15,000 to support delivery of a Sea Mills JTE Hub.

Alternative options considered:

Option 1 - The option to deliver the new Sea Mills JTE Hub has been developed over a period of 18-24 months with extensive consultation with local organisations. Delivering new and improved equipment and furniture into Sea Mills library to facilitate better 1:1 support for jobseekers and potential use as training venue is the only remaining option to deliver the PCRF aim of providing a JTE Hub capability in each of the four villages.
Actively working with community representatives in Sea Mills to develop a JTE offer has led to the library based approach and was directly responsible for leading the community centre association to make a decision to close an unsafe building and start the transfer back to Bristol City Council.
The link with Sea Mills library adds to the library buildings value to the community and aligns to the library strategy of diversifying use and encouraging community involvement.
There are no other Ward based community venues in Sea Mills suitable for providing a JTE Hub.
