Purpose:
Community Learning offer courses for learners
with complex needs and barriers to further education and
employment. One of the most common barriers to further learning is
access to affordable or free childcare for pre-school children.
Therefore a high proportion or our courses are run with a free
crèche alongside. This Mobile Crèche Service is being
introduced in the face of increasing costs and learner demand to
ensure a consistent approach across all of our provision and
improved control of the financial and operational risks associated
with our high expenditure
Decision:
Community Learning Bristol is part of Bristol
City Council, one of our unique selling points is that we provide
free, accessible childcare provision for parents and carers who
want to improve their knowledge and skills. To ensure childcare is
accessible we use mobile crèche services linked directly to
a course; it runs at the same time and in the same location as the
course.
The council has run a compliant open tender process to establish a
multi-supplier framework for the provision of a mobile
crèche service. The intention is to award a place on the
framework to the two successful tenderers. The period of the
framework is for 3 years with the option to extend for a further
year.
Alternative options considered:
There are no other contracts in place which
meet the needs described above.
