Purpose:
To accelerate the provision of housing to meet
the Mayor’s target of making sure that 2,000 new homes
– 800 affordable – are built in Bristol each year by
2020.
Decision:
That the Executive Director of Growth and
Regeneration, the Section 151 Officer and the Mayor with
responsibility for Housing (with appropriate legal and procurement
advice) approves entering into contract with BoKlok Housing
(`direct’ award) for the development of 79 affordable
homes.
Alternative options considered:
Option 1 - We considered not making an offer
to the Developer for the homes, but it was not taken forward as the
preferred option due to the following:
•The site was previously Council owned land (incl. a former
Area Housing Office).
•The Council can secure affordable “additionality”
on the site (27 units).
•The financially viability of the scheme is too good for the
HRA to pass-up.
•The scheme gives the HRA a significant number of
“starts” for 2020/21.
•The kudos attached to delivering such an innovative
scheme.
•The scheme enables the HRA to spend RTB receipts at risk of
being returned.
•The proposal is for a revenue generating scheme that will
benefit the HRA Business Plan.
