Purpose:
As this is a direct award OED guidance states,
decisions over £250k need to be approved by an Executive
Director.
Decision:
Fleet Services are seeking to award to
Marshall Toyota a contract to provide 15 new electric vehicles, for
the Centre of Excellence grant funded project.
This purchase is being undertaken in accordance with HCC and TPPL
Vehicle Purchase Framework HCC1811097.
A Procurement Officer has been appointed to this project and the
process being followed by Fleet Services has been approved by the
Procurement Team.
Alternative options considered:
To launch the Centre of excellence project at
the earliest opportunity new electric vehicles are required
urgently. The decision to direct award was made as it was clear a
full tender would not offer a different solution but would delay
the award of the contract to such an extent that the vehicles would
not be available. It is widely recognised there is a global
shortage of new electric vehicles.
