Approval to carry out Carriageway Maintenance – Surface Dressing

Purpose:
Surface Dressing is a preventative maintenance
process which is used to protect a road against environmental
damage and also helps to restore skid resistance. It is proven to
provide an economic solution to maintaining a road network.
The National Design Guide for Surface Dressing states that the
process must be carried out between April and September for our
locality, as certain conditions which include road temperature and
humidity are essential. As only a handful of National Contractors
are available to carry out this work, each local authority is
required to slot in with a national programme.
Prior to the work being carried out, the team will spend much of
the previous year arranging for foundation repairs to be carried
out ahead of the surfacing. Our contractor has programmed the work
to start on 15th April 2019.
Decision:
To install the full surface dressing programme
in accordance with the contract thus reducing the possibility of
further deprecation of the asset.
Alternative options considered:
Option 1 - Alternative option would be to
cancel which would be of detriment of the authority undertaking its
statutory and would cost the authority more in the long term
therefore rejected.
