Purpose:
The original framework tender for one
consolidated lot resulted in no competition, problems with the
supply of the full portfolio and came in over £300,000 over
the allocated budget for the hardware. Making the requirement
market facing has enabled competition and value for money in a
compliant way.
Decision:
Under the OPCR project there is a need for
specialist hardware to extend the network. After running a
competition on CCS framework (Tech2 Products), it was established
that the hardware was too specialist to be purchased as one lot via
typical resellers on a framework to ensure competition, in budget
and value for money and needed to be lotted in to 5, 3 quote
tenders to specialist suppliers. This was approved at CPG. Having
run the 5 tenders via Pro-Contract portal, we have established
competition and the following lot is in budget but above
£100,000 and requires approval:
Lot 4 – Stordis Limited.
There may be slight variation in final parts needed or if quotes
need to be revalidated, so we have added a 10% contingency.
Alternative options considered:
Option 1 - A tender via the framework could
have been re-run but feedback from suppliers on the framework was
that the parts were too specialist.
