16/07/2019 - Heat Network Integrated Studies ref: 649    Recommendations Approved

BCC are actively installing heat networks across the city in order to support the Mayor’s commitment for Bristol to be a carbon neutral city by 2030 and to reduce fuel poverty. There are a number of existing networks and many areas identified in the heat priority area, which require work. A direct award was taken in to order to provide value for money and due to tight timescales owing to the progression of further heat networks in the city and the need to ensure pipe sizing currently in design was appropriate for wider networks. As such direct award was awarded to the supplier who had carried out the previous work

Approval for the award of a contract to Sustainable Energy Limited in order to carry out assessment study of existing heat networks, and how they could integrate into a single city-wide heat network. The second part of the award is for a number of feasibility studies for other heat network areas of the city including Easton, Spike Island and Temple

Thrive Bristol is our city-wide programme to improve the mental health and wellbeing of everyone in Bristol. It is focusing on prevention and the role partners from across the city can play in promoting good mental health. It is helping to achieve key goals within Bristol’s One City Plan – such as those to roll out mental health awareness training to 1 in 5 in Bristol; for Bristol to become a ‘suicide safe city’; and for mental health stigma and discrimination to be eradicated.
Cllr Asher Craig agreed to this funding to enable the programme to:

19/07/2019 - Enabling Western Harbour early engagement ref: 595    Recommendations Approved

The Western Harbour proposals involve significant change to the Cumberland Basin area. These proposals are still at a very early stage, and will be initially discussed at Cabinet in September. However, it is a Mayoral priority to deliver engagement with local residents at as early a stage as possible and this has been requested to take place in August. Therefore, funds are required in advance of a Cabinet decision.

16/07/2019 - OPCR Hardware Procurement –Lot 4 ref: 594    Recommendations Approved

The original framework tender for one consolidated lot resulted in no competition, problems with the supply of the full portfolio and came in over £300,000 over the allocated budget for the hardware. Making the requirement market facing has enabled competition and value for money in a compliant way.

Decision:

Under the OPCR project there is a need for specialist hardware to extend the network. After running a competition on CCS framework (Tech2 Products), it was established that the hardware was too specialist to be purchased as one lot via typical resellers on a framework to ensure competition, in budget and value for money and needed to be lotted in to 5, 3 quote tenders to specialist suppliers. This was approved at CPG. Having run the 5 tenders via Pro-Contract portal, we have established competition and the following lot is in budget but above £100,000 and requires approval:
Lot 4 – Stordis Limited.
There may be slight variation in final parts needed or if quotes need to be revalidated, so we have added a 10% contingency.

04/07/2019 - Income receipting system contract ref: 593    Recommendations Approved

The Council has undertaken a review of all its payment services and channels and Cabinet approval to re-procure these services was given in October 2018. A procurement process is underway to tender for a new contract for provision of these services. However complexity of the system architecture of this service and related systems mean additional work was undertaken to clarify the requirements of a new service. The tender documentation is currently being drafted and contract award is anticipated in the next six months.
The continuation of the current agreement will allow time for new contracts to be procured in line with the decision taken by Cabinet in October 2018.

Extension of the current agreement with CIPFA for income receipting systems up to March 2021, this includes ability to receive online payments, telephone payments and processing direct debits.
The contract covers an annual license fee and a transaction fee based on a percentage of value of payments taken, in 2018/19 the total value of this contract was £359k.
Bristol City Council have a rolling agreement recently updated in 2017 with Capita for the provision of these services which requires 6 months’ notice for termination – given the critical nature of these service until we have a replacement in place it is high risk to terminate this arrangement.

In response to this the Council has established a new Housing Delivery Team, a single multi-function team that will deliver homes through a number of routes including, making grant available to Registered Providers (RPs) to deliver affordable homes for rent and social rent.

The Mayor of Bristol has set out the objective of delivering 2000 new homes per year, of which 800 should be affordable, by 2020.
In response to this the Council has established a new Housing Delivery Team, a single multi-function team that will deliver homes through a number of routes including, making grant available to Registered Providers (RPs) to deliver affordable homes for rent. This is the third round of grant funding by the Council under a new delegated authority scheme agreed by Cabinet on 2nd April 2019.
