29/10/2020 - Local Authority Compliance and Enforcement Grant: COVID Marshalls ref: 1094    Recommendations Approved

The Local Authority Compliance and Enforcement Grant is a ring fenced grant to be used for the specific purpose of COVID -19 compliance and enforcement activity only. The Director of Public Health, with the Chief Executive Officer, is responsible for advising the authority in relation to the Local Authority Compliance and Enforcement Grant and associated funding.
COVID-19 Marshalls are essential in promoting COVID secure practices. Director of Public Health recommends COVID-19 Marshalls as they will:
opromote social distancing and encourage public compliance with COVID-19 public health measures
oeducate and explain COVID-19 Secure guidelines in the public realm and for business premises
oidentify and support businesses and premises not following guidelines, escalating as appropriate
COVID-19 Marshalls will not enforce regulations or have any enforcement power. COVID-19 Marshalls will work with the police and Bristol City Council compliance and enforcement officers.

26/10/2020 - Supported Housing Oversight Pilot Bid- Ministry of Housing, Communities & Local Government (MHCLG) 2020/2021 ref: 905    Recommendations Approved

It is considered beneficial to Bristol and those residing in non-commissioned accommodation to bid for these funds. The property inspections will improve standards in the accommodation and inform national policy.

Decision:

MHCLG invited Bristol to submit a bid to pilot methodologies to raise the standards of accommodation and support within the ‘non-commissioned’ sector. We bid for funds to develop a multi-disciplinary team comprising Environmental Health, Safeguarding and Support Review Officers, to inspect Bristol’s non-commissioned supported accommodation. Appropriate actions will be taken should any issues be identified, and will feed back the results to MHCLG who will use the pilots to consider developments to national policy.
We are also developing a ‘toolkit’ which could be used by other Local Authorities to assist in their approach to examining new and existing supported accommodation schemes.
We will explore a range of alternative housing models, including those currently in use, for effectiveness, while also considering the role of the non-commissioned sector in any future homelessness pathway models. This will be aligned with linked work looking at routes and barriers into more permanent move on accommodation. We will also review our data design and gaps in data collection in collaboration with stakeholders to inform our understanding of short-term housing demand.

We are bidding for funds to develop a multi-disciplinary team to inspect Bristol’s non-commissioned supported accommodation, and will feed back results to MHCLG who will use the pilots to consider developments to national policy.

09/10/2020 - Test and Trace Support Payments ref: 900    Recommendations Approved

A decision is needed to approve the council’s Track and Trace Support Payments as mandated by the Department for Health and Social Care to Local Authorities, so low paid workers that are unable to work due to self-isolating, do not face financial hardship.

Decision:

Following the outbreak of COVID 19 and need for citizens to self-isolate following positive tests or contact with others that have, the Department for Health and Social Care has asked local authorities to award a £500 grant to those low paid earners will suffer a loss of income due to being unable to work. The council’s scheme will go live on the 12th October and end in January 2021, with funding approval for a total of £378,000 in respect of grants and £55,000 in administration costs. This is based on an estimated number of approximately 8 awards per day, but this could be higher dependent on demand.

Eligibility for a payment is set out in the four criteria below:
? You have been told to stay at home and self-isolate by NHS Test and Trace, either because they have tested positive for coronavirus or have recently been in close contact with someone who has tested positive
? You are low paid employed or self-employed
? You are unable to work from home and will lose income as a result
? You are currently receiving Universal Credit, Working Tax Credit, income-based Employment and Support Allowance, income-based Jobseeker’s Allowance, Income Support, Housing Benefit and/or Pension Credit.
The council can also make discretionary payments of £500 to those who don’t receive one of the qualifying benefits, but are on a low income and could suffer financial hardship as a result of not being able to work.
Successful awards will be paid in to people’s bank accounts within 3 working days.

21/09/2020 - Commercial contract manager for heat network energy centre development and coordination of infrastructure handover ref: 899    Recommendations Approved

BCC are actively installing heat networks across the city in order to support the Mayor’s commitment for Bristol to be a carbon neutral city by 2030 and to reduce fuel poverty. A tender exercise was carried out to appoint a suitably qualified and heat network/energy centre experienced contractor to support the development of Energy Centres to provide low carbon heat to the Bristol Heat Network.

Approval for the award of a contract to ECO50 to provide commercial contract support for the design and build of Energy Centres in Bristol. The second part of the award is to provide technical support for the development and coordination of handover of infrastructure to ensure effective and efficient operation.
