08/07/2022 - BSH/HRA Responsive Repairs Backlog – Round 3 ref: 1473 Recommendations Approved
This provided the quickest and most efficient
route to market to provide responsive repairs services and ensure
Bristol City Council fulfils its statutory duty to provide
repairs.

Decision:
Approval to award a temporary arrangement for
a provider to carry out responsive repairs to Housing owned
properties while a permanent contract is procured. This was to
provide services for responsive repairs to occupied properties due
to the delay in procuring the Responsive Repairs framework and
ensures that Bristol City Council fulfils its statutory duty to
provide repairs.

04/07/2022 - Extension of Low Supported Accommodation Contract (Young People) with Livewest ref: 1408 Recommendations Approved
On 3rd March 2022 Cabinet authorised the
Executive Director Growth and Regeneration to extend the two low
support contracts, with a maximum budget envelope of £550,000
p.a., for a period up until 30th September 2024. The decision to
extend them for a period of 18 months until 31st March 2024 has
been made so that they will align with the high/medium support
contracts. These are two contracts in the Young People’s
Housing

08/07/2022 - Library Book Supply Tender Award ref: 1415 Recommendations Approved
Approval was given at Cabinet on May 10th,
2022, for progression to a tender process, with the decision
delegated to the Director of Growth and Regeneration. The existing
contract expires in September 2022.

07/07/2022 - The development of land at Brentry (`Land-led’ scheme). ref: 1414 Recommendations Approved
This decision is made in accordance with The
Project 1000 Affordable Housing Delivery Plan 2022-25 and outlines
how the council will focus its land, time, money, and influence to
improve the way affordable housing is delivered in Bristol.
The council’s ambition is to work with partners, local
communities and developers to deliver 1000 new affordable homes
each year by 2024.
To develop this plan, we have reviewed the successes and challenges
of previous housing projects in Bristol. We will use these
experiences to determine how we can support the affordable homes
that the city needs.

This decision is made in accordance with the

08/07/2022 - Temple Island – Strategic Partner – RIBA Stage 4 (June 2022 to August 2023) ref: 1411 Recommendations Approved
Temple Island enabling works project is a
5-year programme of design and construction for a series of
enabling works, to facilitate development of the Temple Island
site.
In October 2020 Cabinet authorised the Executive Director for
Growth and Regeneration, in consultation with the Mayor, the S.151
Officer, and Director of Legal Services to use up to £32m of
repurposed EDF funding towards the enabling works. Further, in
December 2021 the WECA Joint Committee approved the Change Request
submitted in July 2021 associated with the Temple Island Enabling
Works project and issued a revised Grant Offer Letter (GOL) based
on the same.
BCC have competitively tendered rates with the Strategic Partner
and have secured the resource needed from the Partnership.
Call off from professional services contract with Strategic Partner
(Arcadis working with Arup and Mott MacDonald) towards Temple
Island Enabling Works.

This decision utilises £1,106,821 of the
£32m funding allocation to procure the Council’s
Strategic Capital Partnership for a period of 15 months to provide
project management, cost management and design services to maintain
progress (as per Strategic Partnering Initiative – Temple
Island Enabling Works to RIBA 4 – Project Plan dated 25th May
2022).

04/07/2022 - Extension of Bristol Youth Hub Contract (Young People) with 1625 Independent People. ref: 1409 Recommendations Approved
On 3rd March 2022 Cabinet authorised the
Executive Director Growth and Regeneration to extend the Bristol
Youth Hub (known as MAPS) contract for a period up until 30th
September 2024 with a maximum budget envelope of £300,000
p.a. The decision to extend for a period of 6 months until 31st
March 2023 has been made to enable review of MAPS in the light of
required new changes to recording and joint working. MAPS provides
essential advice, support, and mediation as part of our Young
People’s Housing Pathway. We intend to recommission the
Pathway services in 2024.

Decision to agree an increase in fees and
charges for a range of regulatory services with effect from 1
August 2022.

Decision:
Fees and charges are subject to an annual
review, there was no increase last year. The income from fees
should be sufficient to run the service without relying on the
General Revenue account however as other costs have increased it is
now necessary to increase fees. Generally a fee increase of 4% has
been applied across the board although there have been some
increases and reductions for various reasons.

of the 601 Whitchurch Lane site (Construction of light industrial
units).

The Council is appointing a main contractor to
build 14 light industrial units at 601 Whitchurch Lane, Bristol.
The decision is to appoint Bray and Slaughter and manage the JCT
Construction Contract utilising the budget approved at April 2022
Cabinet including available contingency. The decision follows
completion of a compliant tender process and withdrawal of the
first placed bidder’s tender, leading to Bray and Slaughter
being appointed as the second placed bidder.

19/06/2022 - Bristol Avon Flood Strategy – project management support ref: 1403 Recommendations Approved
In March 2021 Cabinet approved the preferred
approach to manage the risk of flooding from the River Avon as set
out in the Strategic Outline Case and approved the development of
Outline Business Case(s) to further refine proposals and progress
the case for investment. This decision allows us to provide a
dedicated resource to manage the project on a day-to-day
basis.
