Approval for scope changes to Temple Island enabling works project
Approval sought to de-scope EW2: Southern
Access, £6.45m, from the initial cost profile and programme.
It’s now partially replaced by the L and G scheme proposed
masterplan which currently includes access from A4 to TI (subject
to planning). An internal briefing note detailing the descope of
Southern Access has been prepared and appended to this Form.
The funds for further RIBA design stages and Construction
provisionally allocated will now be added to Contingency and to
fund new scope items.
Approval sough to add new scopes:
EW6 River Wall scope will repair the man-made late 19th Century
walls to preserve the structure and improve their aesthetics. The
cost of repair work is estimated at £1.04m and subject to
approval to use a proportion of the Contingency funding as a result
of Decision 1.
EW7 provides for a haul road to be constructed in order to
facilitate the construction works currently being undertaken by
BCC, UoB and Network Rail. It is also likely to be used by the
developer for their works in Phase 1. The cost of installation will
be shared between the three parties with BCC’s contribution
to install, maintain and reinstate equating to £220k.
Approval is sought to meet this cost from the increased Continency
funding pot.
Approval sought to fund three studies on the boundaries of Temple
Island for £134K:
A4 Vehicle Protection study - £65K: BCC Highways have
requested a study of the existing crash barrier and a design of
solutions to reduce risk. Upon completion of this study, the
project will come back to Delegated Authority to decide how BCC
wish to undertake the remediation works.
Southern Gateway Ped/Cycle link Study - £29K: Feasibility
study of additional infrastructure to run alongside the A4 between
the Southern Access and SG Transport Hub.
Riverbank and Cliff Surveys – £40K: Required to
investigate the condition of the boundary and the river edge
protection.
Decisions on how to proceed with the outcomes of these studies will
be sought separately, including the identification of funding
sources.
