Welcome and introductions

SAFETY INFORMATION

 

Please note: if the alarm sounds, everyone at the meeting should please

exit the building via the way they came in, via the main entrance lobby

area, and then the front ramp. Please then assemble on the paved area

in front of the building on College Green by the flag poles.

 

If the front entrance cannot be used, alternative exits are available via

staircases 2 and 3 to the left and right of the Council Chamber.  These exit

to the rear of the building. The lifts are not to be used. Then please make

your way to the assembly point at the front of the building.

 

Please do not return to the building until instructed to do so by the fire

warden(s).

Public Forum

Up to one hour is allowed for this item

 

Any member of the public or Councillor may participate in Public Forum. Petitions, statements and questions received by the deadlines below will be taken at the start of the agenda item to which they relate to.

 

Petitions and statements (must be about matters on the agenda):

• Members of the public and members of the council, provided they give notice in writing or by e-mail (and include their name, address, and ‘details of the wording of the petition, and, in the case of a statement, a copy of the submission) by no later than 12 noon on the working day before the meeting, may present a petition or submit a statement to the Cabinet.

 

• One statement per member of the public and one statement per member of council shall be admissible.

 

• A maximum of one minute shall be allowed to present each petition and statement.

 

• The deadline for receipt of petitions and statements for the 10 January 2017

Questions (must be about matters on the agenda):

• A question may be asked by a member of the public or a member of Council, provided they give notice in writing or by e-mail (and include their name and address) no later than 3 clear working days before the day of the meeting.

 

• Questions must identify the member of the Cabinet to whom they are put.

 

• A maximum of 2 written questions per person can be asked. At the meeting, a maximum of 2 supplementary questions may be asked. A supplementary question must arise directly out of the original question or reply.

 

• Replies to questions will be given verbally at the meeting. If a reply cannot be given at the meeting (including due to lack of time) or if written confirmation of the verbal reply is requested by the questioner, a written reply will be provided within 10 working days of the meeting.

 

• The deadline for receipt of questions for the 10 January Cabinet is 5.00 pm on Wednesday 04 January 2017. These should be sent, in writing or by e-mail to: Democratic Services, City Hall, College Green, Bristol BS1 5TR.

Collection Fund - Estimated Council Tax and Business Rates Surplus 2016/17 pdf icon PDF 131 KB

To note the estimated surplus at 31 March 2017 on the Council Tax element and Non-Domestic Rates (NDR) element of the Collection Fund.

Decision:

That the following be noted:

 

1) that an estimated surplus at 31 March 2017 on the Council Tax element of the Collection Fund  of £4.604m be declared for 2016/17 and shared between this Council, the Police and Crime Commissioner for Avon and Somerset and the Avon Authority in proportion to their 2016/17 precepts on the Collection Fund

 

2) that an estimated surplus at 31 March 2017 on the Non-Domestic Rates (NDR) element of the Collection Fund of £13.173m be declared for 2016/17 and shared between this Council, the Secretary of State  and Avon Fire Authority  in proportion to current year demands (Bristol 49%, Secretary of State 50%, Avon Fire and Rescue Service 1%)

To provide a progress report on the Council’s overall financial performance

against revenue and capital budgets for the 2016-17 financial year that were

approved by Council on the 16th February 2016.

Decision:

1) That the contents of the Report and in particular the continuing seriousness of the General Fund financial position of £17.5m forecast outturn deficit, as at the end of October 2016 be noted.  This represents a net decrease to the deficit of £10m, being increases of £0.9m less decreases of £10.9m, from end of September forecast and is mainly as a result of incorporating mitigating actions reported to cabinet in December 2016, which have now been agreed through Full Council on 13th December 2016;

 

2) That Cabinet where appropriate, continue to work with Officers in undertaking mitigating actions to bring the General Fund position closer to balance, in particular endorsing the actions to be led by the Interim Chief Executive, Service Director: Finance and Strategic Leadership Team set out at paragraph 11;

 

3)  Agreed the following in relation to the Capital Programme:

 

     - That the total net movement in the Capital Programme from £221.2m to £222.8m, being the Capital Budget Adjustments reported to cabinet in December 2016 be noted.

           

 

 

10.

Urgent Item - Leasing out offices at 100 Temple Street pdf icon PDF 318 KB

To seek Cabinet’s support for evolution in the Council’s office accommodation strategy and grant approval for leasing out office space to improve the revenue position of the Council.

Decision:

1) Agreed the variation of the Bristol Workplace business case to allow leasing out of accommodation at 100 Temple Street, Bristol to generate revenue.

 

2) Authorised the Strategic Director – Place to approve the terms of leases subject to briefing the Cabinet Member for Place.

Exclusion of Press & Public

Recommendation - that under Section 100A(4) of the Local Government

 Act 1972, the public be excluded from the meeting for the consideration of the following items, on the ground that it involves the likely disclosure of exempt information as defined in Part I of Schedule 12A to the Act (as amended).

           

BRISTOL CITY COUNCIL IS FULLY COMMITTED TO OPENNESS.

THE COUNCIL WILL NOT WITHHOLD INFORMATION UNLESS THERE ARE GOOD REASONS FOR DOING SO.
