18/01/2019 - Grant Payment to Communities Housing Group - LaunchPad Alexandra Road ref: 427    Recommendations Approved

The Mayor of Bristol has set out the objective of delivering 2,000 new homes per year, of which 800 should be affordable, by 2020.
In response to this the Council has established a new Housing Delivery Team, a single multi-function team that will deliver homes through a number of routes including, making grant available to Registered Providers (RPs) to deliver affordable homes for rent.

Approves the total grant allocation to United Communities of £255,000 for 10 social rent units and 7 affordable rent units from the Commuted Sums budget.

12/12/2018 - Channel 4 Creative Hub Heads of Terms ref: 420    Recommendations Approved

A decision is required to approve the principles set out in the draft Heads of Terms to establish a Channel 4 Creative Hub in Bristol, and to approve the arrangements for agreeing, and entering into, the Heads of Terms and any subsequent agreements that are required in order to give effect to the principles set out in the draft Heads of Terms.

These Heads of Terms are an in-principle agreement for the relationship between Channel 4, Bristol City Council and the West of England Combined Authority in the delivery of the Channel 4 Creative Hub in Bristol.
They outline the offer from BCC and WECA in relation to:
Dedicated support staff to facilitate the transition to Bristol
Support for proposals for an Accelerator and a Channel 4 Academy
Potential office space
Additional areas of partnership with Channel 4

31/10/2018 - Additional government grant to support unaccompanied asylum seeking children and young people between 2018 and 2020 ref: 426    Recommendations Approved

The decision is based on identified need and within auspices of the grant, in that this is funding to help local authorities to development their capacity to care for unaccompanied asylum seeker children and care leavers and can include staff training, creating additional placements and supporting entry into education or providing leaving care support for unaccompanied asylum seeker children.

Agreement on priority areas of spend to enhance services and deliver improved outcomes for unaccompanied asylum seeking children and young people.

- Improved education pathways and summer holiday ESL (English as a second language) course) – up to £12,000
2) Emotional wellbeing and mental health
- Partnership working with the voluntary community sector – up to £20,000
- CAMHS (Child and Adolescent Mental Health Service) support through Thinking Allowed – up to £10,000
- Information advice and guidance – up to £3,000
3) Workforce capacity and development of sufficient suitable placements – an investment of up to £136,000

18/12/2018 - Homes England Community Housing Fund Bid ref: 421    Recommendations Approved

The Council are applying for the Homes England Community Housing Fund to create a dedicated internal team to work collaboratively and in partnership with Community Led Housing Groups to deliver homes that are built by the community, for the community and designed to meet their local housing needs.

To enable full payment of BCC's gas and power bill for December 2018. The total payment due for December is £250k. The payment was split in ABW due to the application of different VAT rates.
