Decision:

The Council has been awarded funding of £4.728m by the government to deliver a discretionary grant funding scheme. West of England regional authorities’ have joined together to develop a framework policy under which grant funding can be delivered, supporting those businesses with fixed ongoing property costs and who were not entitled to claim grant funding from previous government schemes. This is the first tranche of funding allocated under the Cohort 2 policy and further grant funding will be paid over the coming weeks.
The total award for this tranche is £193,760.00 allocated to the business types as outlined in the table attached:

30/07/2020 - Outbreak Management (Test and Trace) Funding: External Communications ref: 836    Recommendations Approved

The Director of Public Health recommends additional capacity within external communication to support campaigns, messaging and outbreak management in response to Covid-19. Consistent and regular public communication is essential in both preventing and managing local outbreaks of Covid -19 This will include liaising with neighbouring authorities, the NHS, Public Health England and City Partners. The communication team will work closely with the Director of Public Health and the Bristol Public Health Team. The funding will pay for additional External Communication Officers, to work with the Public Health Team on external communications, campaigns and public messaging to support outbreak prevention and outbreak control.
Funding is from the ring fenced Outbreak Management (Test and Trace Fund) and will pay for communications, campaigns and public messaging to support outbreak prevention and outbreak control.
The Outbreak Management Fund is a ring fenced grant to be used for the specific purpose of managing the local response to Covid-19, as described in the Local Outbreak Management Plan
The Director of Public Health, with the Chief Executive Officer, is responsible for advising the authority in relation to the Outbreak Management Plan and associated funding.

30/07/2020 - Outbreak Management (Test and Trace) Funding: Environmental Health Capacity ref: 831    Recommendations Approved

The Director of Public Health recommends additional specialist Environmental Health Officer (EHO) resource is needed to meet requirements to prevent and manage Covid-19 outbreaks in local businesses. Particular high risk contexts are meat processing and refrigerated premises. EHOs hold legal powers to close and serve notice on premises. EHOs must work closely with Public Health Team.

30/07/2020 - Outbreak Management (Test and Trace) Funding: Community Engagement and Community Hubs ref: 832    Recommendations Approved

The Director of Public Health has identified community engagement, including the network of volunteer hubs as having an important role in local preparedness and resilience in response to the Covid-19 pandemic. The network of engagement will support and coordinate volunteering, including local welfare support, amplify campaign messaging and support outbreak management. The network will further strengthen our local eyes and ears for prevention and response, Consistent and regular public communication is essential in both preventing and managing local outbreaks of Covid -19. The engagement network will work closely with the Director of Public Health and the Bristol Public Health Team.

15/06/2020 - Managed Service Provision for Training Services. ref: 829    Recommendations Approved

The appetite to trial this solution is born of a recognition of the significant officer resource, across the organisation in independently commissioning a range of learning and development courses and programmes under different mechanisms. The aim is to consolidate this activity and associated contracts.

A managed service provision will provide a complete solution in relation to the Council’s training requirements. This service is being implemented as a trial for one year to determine whether the service fulfils the requirements of the council.
The Council will be awarding a contract via a direct award approach under ESPO framework 383 for Managed Training Services.

Decision:

Additional funding has been allocated to authority to undertake further repairs to the highways of the city. The funding is allocated for 2020/21 and therefore needs to progress quickly. Therefore a decision is requested to allow spend up to £499k in advance of a full cabinet report in September to approve the full budget spend. This would allow works to be undertaken in the summer months and expand some existing summer program works. E.g. the slurry seal footway program which prevents potholes on footways would be expanded to continue into August.
