05/08/2022 - BSH/HRA Mould and mechanical ventilation works ref: 1476 Recommendations Approved
This provided the quickest and most efficient
route to market to provide resources for mould and mechanical
ventilation works considering the delays in procuring the new
Responsive Repairs Framework.

Decision:
Approval to award a temporary arrangement for
a provider to carry out mould and mechanical ventilation works to
Housing owned occupied properties while a permanent contract is
procured. Due to the delay in procuring the new Responsive Repairs
framework, a backlog of mould and mechanical ventilation works has
developed. This temporary arrangement will ensure BCC fulfils its
statutory duty to fulfil repairs and will help avoid potential
disrepair cases.

05/08/2022 - New Service Charges for New Housing Revenue Account (HRA) Housing Developments ref: 1443 Recommendations Approved
•The HRA needs to recover the actual
costs for services it is providing at each of its developments in
order to be able to:
-deliver those services efficiently and effectively.
-keep blocks and estates in good condition.
-to help ensure long-term viability of HRA finances.
•The approved HRA Budget and Business Plan 2022-23 authorised
the Executive Director of Growth and Regeneration, in consultation
with the Cabinet Member for Housing Delivery and Homes, to set
service charges in line with the anticipated and actual cost of
delivery. This subsequent Officer Executive Decision is intended to
give transparency on the likely new charges that could apply at new
HRA developments.

At all new developments delivered from 1st
August 2022 onwards, the HRA will be recovering the costs of a
fuller range of service chargeable services from its shared owners,
leaseholders, and tenants. Those charges will be based on actual
costs expected/incurred at each specific development.

04/08/2022 - Acceptance of Horizon Europe funding ref: 1442 Recommendations Approved
The submission of the funding call was signed
off by the Executive Director, Growth and Regeneration, and the
cabinet member for Transport. The decision required for sign off
for the grant agreement to be signed is to allow for funding to be
released and for the project to progress.

Decision:
Bristol has been successful, as part of a
consortium led by the Austrian Institute of Technology, in a bid to
receive funding which will be used to bring added data monitoring
and capacity building for public engagement and participation for
the East Bristol Liveable Neighbourhood Pilot. The proposal to
submit the bid was taken by the Executive Director, Growth and
Regeneration (1st March 2022) prior to submission. The Executive
Director, Growth and Regeneration has now agreed for the grant
agreement to be signed to enable Bristol City Council to accept the
funding of ~£290k to participate in the project over 3 years.
The signing will be by a nominated Bristol City Council
representative.

04/08/2022 - A4 Portway Strategic Corridor - Procurement of Strategic Partner ref: 1441 Recommendations Approved

programme, and Mass Transit.

This decision follows the cabinet decision on
Tuesday, 5th October, 2021 which approved “the receipt and
expenditure of funding to deliver the development and submission to
WECA of Businesses
Cases for each project within the Strategic Corridors Programme, of
up to £3.5m”. Specifically for the A4 Portway Strategic
Corridor £600k was approved.
This decision is to use £315,000 of that funding to procure
services of the Strategic Partner (Arcadis) to undertake the
Outline Business Case and associated design work for the A4 Portway
Strategic Corridor.

• The General Fund risk adjusted forecast overspend of £13.2m, noting further mitigations are being explored.
• A forecast overspend of £1.8m within the HRA (with actual end of year position being funded by a transfer to or from the HRA general reserve).
• A forecast in-year deficit of £18.1m accumulating to a total £42.7m carried forward deficit in the DSG for 2023/24, and that the Council and the Schools Forum are developing a mitigation plan which will seek to address the High Needs overspend.
• A forecast £37.7m underspend (£3.5m underspend for the General Fund and a £34.2m underspend on HRA) against the latest approved Capital Programme’s Budget.

21/07/2022 - Commissioning of therapeutic sexual violence services for Bristol 1st April 2023 to 31st March 2029 ref: 1435 Recommendations Approved
At a Cabinet meeting on 04/02/2020 Authority
was delegated to the Executive Director for People in consultation
with the Cabinet Member for Public Health to take all steps
necessary to procure and award contracts for domestic and sexual
violence services.
A recent Health Needs Assessment undertaken by Lime Culture on
behalf of NHS England, along with work with both commissioners and
providers by the Commissioning Academy, identified that therapeutic
sexual violence services are currently fragmented by numerous
funding and delivery streams, placing a burden on providers in
terms of multiple reporting and contractual arrangements.
Ultimately, service users were experiencing difficulties accessing
services in a timely way. There is a need for commissioning to be
more joined up and for the pathway to be more integrated.
In response to the online consultation on the Bristol City Council
Domestic Abuse and Sexual Violence Commissioning Strategy in
December 2021- January 2022 83% of the 189 respondents said that
they agreed or strongly agreed with the proposal to jointly
commission sexual violence services.

place as part of a wider joint tendering and procurement process
led by NHS England and with the BNSSG Integrated Care Board,

Crime Commissioner for Avon and Somerset.
