24/06/2020 - To award support services contracts "Help when people need it": ref: 833 Recommendations Approved
The Council funds a diverse number of services
that support people to remain independent in their own homes,
maximise their incomes, reduce social isolation, manage their day
to day lives and help them keep well and sustain recovery. The
Council proposed to take the Adult Care Better Lives approach based
on the Council`s 3 Tier Model to purchase `help when you need it`
support. The Adults Social Care Strategic Plan 2016-2020 is to
ensure people can get the right help at the right time to promote
independence and to prevent, reduce or delay the need for long-term
support.
On the 18th June 2019 Cabinet approved the following in relation to
the Better Lives Programme: "Help when people need it":
Cabinet delegated authority to the Director of Adult Social Care
(in consultation with the Cabinet members for Adult Social care and
Housing), to take all steps to procure and award contracts for Tier
2 support services in line with the commissioning plan, to the
approximate value of £4,491,291 per annum for 3 years (with
option to extend up to a further 3 years).
The award of these contracts will support the council’s aims
and aspirations.

22/06/2020 - COVID-19 Business Support Grants – Discretionary Fund – Tranche 1 ref: 810 Recommendations Approved
The award of discretionary funds to businesses
is likely to be in the public interest.

The Council has been awarded funding of
£4.728m by the government to deliver a discretionary grant
funding scheme. West of England regional authorities’ have
joined together to develop a framework policy under which grant
funding can be delivered, supporting those businesses with fixed
ongoing property costs and who were not entitled to claim grant
funding from previous government schemes. This is the first tranche
of funding allocated under the policy and further grant funding
will be paid over the coming weeks.
The total award for tranche one is £510,000 allocated to the
business types as outlined in the table attached.

30/06/2020 - Decision to procure RentSense cloud based software ref: 806 Recommendations Approved
Recommendation to award a contract to Mobysoft
Ltd for the provision of RentSense software is based on a number of
reasons:
- Workload is increasing due to Universal Credit rollout and
unexpected Covid-19 devastating impact on the economy further surge
in arrears increasing staff’s workload and support recovery
planning.
- Prior to the Covid-19 crisis, the rent service required a 100%
plus collection rate to reduce arrears.
- Proposal projected to improve arrears reporting processes,
ensuring that officer time is spent efficiently and on cases that
need attention.
- Support tenant wellbeing and empowerment by providing targeted
support work
- 10-14 weeks implementation period – which will enable the
Rent Service to have the solution in place before the end of the
Government’s Job Retention Scheme in October.
- RentSense is the only solution on the G-Cloud 11 framework to
provide this service

Decision:
To enter into a contract with Mobysoft Ltd to
procure RentSense, a cloud-based software designed to improve rent
collection rates and reduce arrears by analysing rent payment
patterns and providing predictive analytic intelligence.
The application’s output will provide a streamlined accurate
workload for income officers facilitating earlier intervention,
improved efficiencies, lowered cost of rent collection and
increased rent collection.
Decision agreed on 9th June 2020 by Corporate Leadership Board
(CLB) as part of the Exception Report for the Update

24/06/2020 - Dovercourt Depot- Work up to Outline Planning Permission ref: 805 Recommendations Approved
To accelerate the provision of housing to meet
the Mayors target of building 2000 homes a year – 800
affordable a year by 2020.

JV Ltd to undertake a Feasibility study and surveys at Dovercourt
Depot to achieve outline planning permission on the site for all

associated with remediation of the site and detailed cost
information for carrying this out.

08/06/2020 - Property Consultancy Services - Redevelopment of Hengrove Park ref: 804 Recommendations Approved
To redevelop Hengrove Park and deliver up to
1435 new homes (minimum 30% affordable housing), a new public park,
plus new community and employment facilities, and enabling highways
and sustainable travel improvements.

15/04/2020 - Ashton Rise – Management Agreement ref: 803 Recommendations Approved
The first private dwellings for sale within
the development are due to be sold and occupied by the end of May
2020 (this maybe delayed due to current Covid 19
restrictions).
A contract with BNS Ltd needs to be in place before the first sale
takes place. Otherwise the council will be responsible for
providing estate services, which it is not prepared for, and will
need to arrange collection and payment of estate charges from
private owners.

Decision:
To enter into a 3 year contract with BNS Ltd
to provide management services to the Ashton Rise scheme, a
development of 80 homes for sale and 53 new council dwellings. BNS
Ltd were interviewed, scored and selected by a panel of officers
following an informal tender exercise.
The contract appoints BNS Ltd as the council’s agent to
undertake certain management duties at the site including
maintaining amenity/ecology areas, trees, public open
areas/wetlands and car parking on un-adopted areas (Estate
Services). The agent will also provide repair and maintenance
services to private apartments i.e. communal areas and structure
only and administered under a service charge.
The cost of BNS services will be funded by each of the 133
dwellings. As there 53 council dwellings, the council will pay 40%
of the estate charge. The remainder being paid by private
households. Purchasers of private flats will also pay a service
charge for their blocks. Repairs and maintenance to council
dwellings will be provided by the council.
