24/05/2023 - Invite to 1625 Independent People to bid for Affordable Housing Funding Policy (AHFP) Capital Grant Funding ref: 1932 Recommendations Approved
£750,000 of capital funding will secure
the delivery of 8-10 new units of high-quality specialist
accommodation for young people leaving the homelessness
pathway;
•100% of the housing will be Affordable Housing, rented at no
more than Local Housing Allowance;
•The Feasibility Study outlines a minimum of 8 units:
o5 x 1-bedroom flats each with bathroom and kitchen
facilities
o1 x Studio with bathroom and kitchen facilities
o1 x 2-bedroom flat with bathroom and kitchen facilities
The project has already received firm support from the Mayor,
Councillor Tom Renhard and Executive officers at Bristol City
Council.

Decision:
The Bristol City Council Affordable Housing
Funding Policy (AHFP) 2022-2025, supports the targeted offer of
capital funding for affordable housing delivery, with affordable
housing providers being invited to compete for funding through a
bidding round process. This decision approves an invitation to
1625ip to bid for £750,000 of AHFP Capital Grant Funding to
support the delivery of 8-10 specialist affordable housing units at
the Kingsley Hall Development. It is agreed that this application
for grant shall proceed outside of the Council’s
e-procurement framework which is usually used to process bids under
the AHFP. This reflects the fact that the project has already
received firm support from the Mayor, Councillor Tom Renhard and
Executive officers at Bristol City Council and that this bid is not
part of a competitive process for funding support. A letter to
support 1625IPs funding application to the National Lottery
Heritage Fund was sent from the Mayor on 16th May 2022.

01/06/2023 - Talk Talk Business Traditional Telephony Contract ref: 1731 Recommendations Approved
The services are required in order to maintain
our traditional telephony functionality used for desk phones, alarm
lines (Fire, Lift, and Security) and door access / concierge
systems. The contract term reflects the nationwide Public Switched
Telephone Network (PSTN) switch off by December 2025, where we will
be replacing these services with newer technology leading up to
that date.

01/06/2023 - Wood Pellet supply. ref: 1703 Recommendations Approved
Bristol City Council operates four sites that
have biomass boilers fuelled by wood pellets (essentially,
compressed sawdust shaped in to small pellets for ease of
handling). This contract renews the supply of pellets to these
sites, using a public sector framework compliant with procurement
regulations that also ensures the provenance and quality of the
fuel supplied.

extend Provision of IT Services contract with Bristol IT Company
Ltd for a period of 6 months between July 2023 and Jan 2024,
providing services for both the main site and the expansion site
‘TBY2’.
2.Determine that all necessary approvals are in place in order to
extend the contract and that a further cabinet decision is not
required.

23/05/2023 - Funding for affordable housing delivery by Brighter Places at St Johns and Lower Ashley Road ref: 1701 Recommendations Approved
Brighter Places have reviewed the financial
viability of both developments and are using a combination of
tenure change, increasing internal subsidy and Homes England Grant
funding to maintain delivery. Seven social rent units at Lower
Ashley Road are being flipped to Shared ownership, which is not
funded under BCCs AHFP. This releases £246,000 of BCC funding
from the approved allocation of £1.4m to deliver 31
homes.
The St Johns development of 36 Passiv Haus affordable homes is
showing a significant viability challenge due to increasing build
costs, the transfer of funding will greatly assist in securing the
delivery of this development and is part of a suit of additional
funding resources to support the development. The revised
development will receive a total of £1,356,000 and will see
Affordable Rents switched to Social Rent with a significant
improvement in affordability.
The development appraisal for the site has been scrutinised by BCC
and Homes England.
This movement of funding ensures no loss of AH delivery for the
city.

To approve the movement of £246,000
capital funding, awarded under the Council’s Affordable
Housing Funding Policy for affordable housing delivery between two
Brighter Places development. Funding will be moved from Lower
Ashley Road to the St Johns development to ensure the viability of
the St John’s development.

17/05/2023 - Renewal of Civica Multivue data matching software ref: 1700 Recommendations Approved
This product is one a small number available
but has been in use within Bristol City Council for the past four
years. The proposed procurement route is to Direct Award through a
CSS Framework - RM3821 Data and Application Solutions. This
Framework has been extended until 22 May 2023. DAS (Data and
Applications Solutions) is a compliant route and allows for a
Direct Award. The solution is already embedded on our
infrastructure so ensures best value for public money with no
additional costs to seek a similar solution that would incur
additional costs with any other supplier.
