08/02/2019 - Primary and secondary school admission arrangements and co-ordinated scheme for the 2020/2021 academic year ref: 539    Recommendations Approved

Minor changes to the wording/phrasing of published school admission arrangements were required to be written in line with guidance from the Department for Education. Changes were also made for clarification, defining key terminology and the changing dates for the admissions process. The in-year application form has also been rewritten to comply with the DfE guidance.
A reduction in pupil admission numbers (PAN) at Hannah More Primary, May Park Primary and St Michael’s on the Mount Primary are required due to falling birth rates and the resulting drop in demand for primary school places. The pupil admission numbers at St Werburgh’s Primary School have been reduced due to uncertainties regarding accommodation on the school site and deadlines to set the PAN, as laid out in the School Admissions Code.

01/05/2019 - Bristol City Council School Term Dates 2020/2021 ref: 538    Recommendations Approved

The Department for Education requires Local Authorities to set term dates for community and voluntary controlled schools, community special schools and maintained nursery schools. The Education (School Day and School Year) (England) Regulations 1999 (SI 1999 No. 3181) requires schools to have at least 380 half-day sessions (190 days) in each school year, beginning with the first term to start after July. This is consistent with the 195 days a year required by a teacher's statutory conditions of service: the additional five days are for in-service training (known as INSET days).

28/05/2019 - To agree proposed changes to Policies 1 and 2 of the Joint Spatial Plan as set out in Schedule 1 attached and to submit these as part of the Councils’ hearing statements for the JSP Examination ref: 537    Recommendations Approved

The proposed changes to the Joint Plan have been considered by executive officers and members of the four West of England Councils in line with the decision of Bristol City Council Full Council meeting on 14th November 2017 which agreed that:
‘The Service Director for Planning, or any other Director with responsibility for Strategic Planning, is delegated the authority, in consultation with the Cabinet Member for Strategic Planning and City Design and in co-ordination with Bath and North East Somerset, South Gloucestershire and North Somerset Councils, to;
a) make modifications to the JSP if needed, either prior to publication or prior to submission, and
b) respond to issues arising during the examination, including making modifications to the JSP

20/05/2019 - Subject: Business Rates –Discretionary Relief Policy ref: 535    Recommendations Approved

Alignment to Corporate Strategy.

Decision:

Approve the proposed amendments to the existing Discretionary Rate Relief (DRR) Policy for the continuation of relief into 2019 and 2020 to be applied retrospectively and applicable from 1 April 2019. By this policy the Council awards discretionary business rates relief to help support charities/not for profit organisations working in the city’s various communities.
The key points are:
a)Policy intent, and criteria for assessment, has been retained
b)Existing awards are unchanged by the amendments
c)Reflect the current Corporate Strategy
d)Remove redundant/out of date references (including responsible directorate, previous Mayor’s vision)
e)Incorporate new website links
f)Remove duplication of some text in the policy statement and the application form
Business rates are charged on commercial properties to help pay towards services provided by Bristol City Council. Section 47 of the Local Government Finance Act 1988 gives Local Authorities the option to top up mandatory relief (to charities) of 80% by a further 20% in DRR, or up to 100% DRR to not-for-profit organisations. Bristol City Council maintains a DRR policy as part of a package of support available to voluntary and community organisations.

21/05/2019 - Carry out Carriageway Maintenance (pre-patching) ref: 536    Recommendations Approved

To carry our repairs to enable next year’s programme of carriageway surfacing and preventative maintenance to be carried out, thus prevent further deprecation of the asset.

Pre-patching of the road is required to repair foundation failures prior to carrying out surfacing work which may include preventative maintenance (i.e. Surface Dressing or Micro Asphalt). The foundation repairs are essential to address defects within the lower layers of a road, to ensure that it remains capable of distributing the loading from vehicular traffic.

20/05/2019 - Grant payment to United Communities Housing Group – Launchpad, Alexandra Rd ref: 534    Recommendations Approved

The Mayor of Bristol has set out the objective of delivering 2000 new homes per year, of which 800 should be affordable, by 2020.
In response to this the Council has established a new Housing Delivery Team, a single multi-function team that will deliver homes through a number of routes including, making grant available to Registered Providers (RPs) to deliver affordable homes for rent.

Structural concrete repairs is a preventative maintenance process which is used to protect any concrete structure against on going environmental damage and also prolongs the life of the structure and ensures the overall structural stability is maintained . The Cumberland Basin structures form part of the strategic Network and must therefore be kept to National Standards.
