24/11/2022 - Through the Gate Prison to Community Mentoring Pilot ref: 1545    Recommendations Approved

NHS England has approached Bristol City Council to pilot a program which will support people leaving HMP Bristol, and returning to live in Bristol. All of the men who will be engaged in this service, will have some kind of drug or alcohol dependency, and the support is to ensure that people are offered meaningful drug or alcohol treatment in the community. It will also ensure that these people are able to access a range of other healthcare and treatment services in the community.
We know from local evidence gathering that there is a high number of people who leave prison with very low levels of social support, and with a range of healthcare and social care needs. Many of these people are released without adequate onward support, which increases the risk of reoffending and for those who use drugs or alcohol there are additional risks, including the risk of overdose or other serious harm. This cohort are a priority focus both for the city and nationally. As such accepting the funding will allow us to better support this vulnerable group of people and reduce health and social harms in Bristol.
NHS England will provide £150,000 per year, over two years £300,000 in total to deliver the pilot.

16/11/2022 - Turnaround Programme ref: 1544    Recommendations Approved

The Turnaround programme is to enable best practice in early intervention and deliver evidence-based interventions to prevent children on the cusp of the youth justice system from going on to (re)offend. The programme has been designed using an Early Help approach to support a clearly defined cohort of children who do not meet the threshold for statutory support.
The value of the grant is £68,435 in 22/23; £183,198 in 23/24, £183,098 in 24/25.
The programme provides an opportunity to strengthen our model of prevention and we will seek to incorporate effective practice from the model into our business as usual delivery model within the budget envelope that is available in 2025/26,

24/11/2022 - Technical services pursuant to managing the Bedminster Green civils works contract ref: 1530    Recommendations Approved

The services procured will assist Bristol City Council in managing this civils works contract, which is of considerable size and complexity. There is currently insufficient resource to manage this contract using internal members of staff. Bristol City Council is satisfied that the resource procured externally has the relevant skills and expertise to fulfil the role.

The director for Growth and Regeneration has approved the procurement of NEC4 Project management services and Site supervision services during the ongoing civils contract for the highway improvement works package at Bedminster Green, which comprises works around Malago Road and Whitehouse Lane. The decision follows a tender process under the West of England Professional Services Framework.

28/11/2022 - Education maintenance grant contribution for new heating system at Blaise Primary School ref: 1526    Recommendations Approved

Blaise Primary School has an oil-fired heating system that is at end of life and needs replacing. The Energy Service have been working on a grant funded air-source-heat-pump (ASHP) project to replace this old system. Due to increases in costs seen across the construction industry and the need to upgrade the school’s electrical infrastructure. The project is over budget by £300k. Available Education maintenance funding can be allocated to this key maintenance issue, solve the heating problems, and deliver a low carbon heating solution that makes use of grant funding

14/11/2022 - One year extension to Harbour Festival contract with an amendment of terms ref: 1524    Recommendations Approved

It was agreed at Cabinet on 2nd August 2022, that Bristol Harbour Festival would be funded for the next five years, via a one-year extension to the existing contract followed by procurement of a new four-year contract.
It was acknowledged that negotiation of a change of terms may be required for the one-year extension. The current contractor has now come back with revised terms. We are recommending that these terms be approved, so the amended extension documents can be drawn up.
Cabinet have approved the extension.
The requested change in terms from the contractor was deemed to be reasonable.

28/11/2022 - Acquisition of former Dovercourt Gas works site, Lockleaze, Bristol BS7 9SE ref: 1525    Recommendations Approved

Housing Supply - Ensure the affordability, availability, diversity and sustainability of housing for all. This includes accelerating home-building in the city to at least 2,000 homes each year, with at least 1,000 affordable, by 2024. Build and retain new social housing; review the system for allocating social housing; provide more supported and extra-care housing for those who need it; pursue a ‘living rent’ in the city; and ensure there are strong long-term plans for the council’s own housing stock and the use of land in the city
The proposal will facilitate the supply of housing and affordable housing which will be of benefit to the population of Lockleaze and the whole city.
Acquisition to comply with Homes England’s external Lockleaze HIF funding award which Cabinet agreed to accept and spend in March 2018.
The Cabinet Member for Housing Delivery and Homes and the S151 Officer were both consulted and support this acquisition.

15/11/2022 - Social Housing Decarbonisation Fund Wave 2 ref: 1520    Recommendations Approved

Bristol City Council are applying to central government for funding to support energy efficiency improvement works to 469 council homes. The funding bid also includes financial support for leaseholders within the blocks covered by the bid. The SHDF funding presents a significant financial opportunity for the council to attract central government funding to support the delivery of energy efficiency work to our council homes to help meet our energy and net zero carbon strategic objectives.

Experienced leadership capacity is required to ensure successful delivery of Project 1000. The council needs to procure this resource as there is no existing internal capacity. Arcadis have been already procured to meet this type of need and facilitate high pace of delivery.

18/11/2022 - Community Led Housing Land Disposal Policy – Disposal of Land to Community Groups ref: 1522    Recommendations Approved

To enable release of sites specifically to the community led housing sector via an open, transparent bidding process for the delivery of community led Affordable Housing to meet Corporate objectives of taking an ‘asset-based community development’ approach to work with communities and to deliver 1000 Affordable Homes a year by 2024. To support community led housing offering local communities and Community Land Trust, the opportunity to develop sites that have particular characteristics and constraints that make them unattractive for other housing development operators.

Following the invitation for CLH groups to apply to become preferred bidders for the second tranche of sites to award Preferred Bidder status to community groups in line with the Community Led Housing Land Disposal Policy adopted by cabinet in February 2020.
The decision was taken to approve preferred bidder status to community groups and to dispose of land to these groups for the development of Affordable Housing, subject to the CLH Groups:
•formally acknowledging that the Council will not be in a position to assist with the capital funding of the affordable housing delivery on their allocated site
•meeting the key milestones required to secure satisfactory planning consent and demonstrating appropriate funding arrangements;
•demonstrating ability to meet the BCC Standards for CLH for Governance/Finance and Management:

Bristol City Council, Fleet Services has carried out a further competition using an existing framework agreement (The Procurement Partnership Ltd Framework Agreement HCC1811097) and awarded a contract for 4 x new mild hybrid trucks. The requirement for these types of vehicles were served via Lot 2 – Light and Medium Commercial Vehicles up to 12.5T of the above Framework Agreement. This Lot has a number of manufacturers for these requirements.

01/11/2022 - Procurement of T.Mistry & Associates (TMA) to audit and monitor the Financial Assistance Scheme (FAS) for the Clean Air Zone (CAZ) on behalf of Bristol City Council. ref: 1517    Recommendations Approved

The use of the ESPO framework is compliant and due to the technical knowledge requirement meets the need of BCC as this monitoring service can be provided by a technical expert who has experience of BCC CAZ design and implementation.
A Direct Award also works with the tight timescales for the Clean Air Zone implementation.
