This Framework Agreement is to allow Bristol
City Council, Fleet Services hire Plant and Specialist Equipment in
the event of breakdowns or specialist works being carried out. The
equipment provided will reduce the impact on the environment by
having “cleaner” environmental plant and equipment
operating around Bristol.

13/09/2022 - A4 Portway Strategic Corridor – Additional scope to be completed by Strategic Partner ref: 1471 Recommendations Approved
This decision follows the previous OED 4
August 2022), signed by the Growth and Regeneration Executive
Director approving spend of £315000.
This follows the cabinet decision on Tuesday, 5th October, 2021
which approved “the receipt and expenditure of funding to
deliver the development and submission to WECA of Business Cases
for each project within the Strategic Corridors Programme, of up to
£3.5m” including £600k for the A4 Portway
Strategic Corridor.
This project is key to Bristol City Council’s aims of
delivering the Strategic Corridors programme, and Mass Transit. The
additional scope requests the strategic partner to produce and
issue a Full Business Case for a work package to create a new bus
access and egress at the Portway Park and Ride site.

NPO investment and status enables Bristol
Museums to maximise opportunities to engage citizens in culture and
arts through ground-breaking programming that increases access and
addresses issues of inequality and diversity, making Bristol a
fairer and more attractive place to live, work, visit and invest.

region, national and international partnerships, reflecting the

Approval of submission of application to Arts
Council England (ACE) for two grant awards for investment in
Bristol City Council’s Museums and South West Museum
Development as part of their remit as a National Portfolio
Organisation (NPO).
The grants will deliver significant investment in Bristol’s
Museums and support to museums across the south west region.
Bristol Museums already receives NPO funding on an annual basis of
£1,364,320 towards the delivery of five accredited museums
that are the mainstay of the city’s civic culture and arts
provision. In addition, the Service receives £2,141,296 from
ACE for the delivery of Museum Development in the south west of
England.

To ensure that the necessary financial and
legal checks have been made and the relevant senior elected members
and senior officers have given approval, as per the delegation set
out in the DfT Active Travel Fund (ATF) Tranche 3 Cabinet paper
(14th September 2021). Project details are as follows:
• In response to the Covid-19 pandemic, the council
accelerated its existing long-term transport ambitions to improve
walking and cycling journeys while capacity on public transport was
reduced, trialling measures with temporary materials under the
Bristol Streetspace programme.
• Central Government’s “road map out of
lockdown” accelerated projects, as there was a need to enable
social distancing whilst supporting businesses throughout
re-opening.
• The aims of the project are as follows:
o Making it easier and safer to walk and cycle in the area by
providing more space for pedestrians and cyclists.
o Supporting local businesses to stay and thrive in the area by
increasing the number of pedestrians.
o Improving the safety of traffic light junctions for all road
users.
o Managing traffic flow and reduce pollution in the area.
o Encouraging people to take the bus, walk or cycle to key
destinations such as the hospital and university.

To agree the disposal of the 2 parcels of Land
at Constable Road to Lockleaze Neighbourhood Trust in line with the
Community Led Housing Land Disposal Policy (CLH LDP) adopted by
Cabinet in February 2020. The policy identified four sites for
disposal for Community led housing, including the site at 26
– 32 Constable Road (and 3 other named sites with the
potential to deliver in excess of 10 homes) and gave delegated
authority to the Executive Director for Growth and Regeneration, in
conjunction with Director - Legal and Democratic Services and
Deputy Mayor – Finance, Governance and Performance for the
sale of 26-32 Constable Road. It was also agreed by Cabinet that
sites with the capacity to deliver between 3 -10 homes, identified
as suitable for delivery via community-led housing could be
disposed of in accordance with the CLH LDP. This therefore includes
the sale of 14-16 Constable Road.
Following the release of these sites on ProContract the decision
was taken to approve preferred bidder status to LNT for the sites
at 14 – 16 Constable Road and 26-32 Constable Road and to
dispose of the parcels subject to satisfactory planning consent and
an OED was published in December 2020. A single planning
application was submitted by LNT across both sites with planning
approval granted for a total of 19 affordable homes (11 units at
26-32 Constable Road and 8 units at 14-16 Constable Road).

30/08/2022 - Conferencing, Events and Catering contract for Museum Sites – 12-month extension ref: 1458 Recommendations Approved
The current contract comes with significant
capital investment (300K) from RA Venues to grow the business which
they have been unable to benefit from due to closure of museum
sites as an impact of Covid from March 2020 to May 2021. This
equates to 14 months of lost trading for the contract.
Due to the pandemic there has been a delay to the re-tender
process. The Council is currently reviewing catering provision and
intends to align contracts where possible. Extension of the
contract will allow the planning of future catering provisions and
associated tender processes to be completed.

Project 1000 Affordable Housing Delivery Plan 2022-25 and outlines
how the council will focus its land, time, money, and influence to
improve the way affordable housing is delivered in Bristol.
The council’s ambition is to work with partners, local

1000 new affordable homes each year by 2024.
To develop this plan, we have reviewed the successes and challenges
of previous housing projects in Bristol. We will use these
experiences to determine how we can support the affordable homes
that the city needs.

Park and Ride Rail Station, and key inputs are required by the
Train Operating Company, Great Western Railway. The City Council is
therefore required to enter into contract with Great Western
Railway to enable these elements of the project to be delivered.
The procurement route selected for this project is a Direct Award
to Great Western Railway Limited via Breach of the City
Council’s procurement rules. Breach route has been sought for
this procurement as the contract has been entered into before
approval of the procurement request. Due to the nature of the work
and to avoid delays, an agreement with Great Western Railway was
signed prior to procurement approval.

22/08/2022 - Gilton House Refurbishment works ref: 1453 Recommendations Approved
Bristol City Council has a duty defined in
various acts of parliament in particular the landlord and tenant
act 1985 section 11 to maintain and repair its homes. Failure to
maintain our homes would result in a disrepair claim and court
action against the council. Poor repair and maintenance both
threatens the health and well-being of occupants and has a negative
impact on the value of homes as an asset. As part of its blocks
maintenance programme , to undertake a major refurbishment of this
block. The work will include the fixing of fire breaks at low
level, concrete and structural repairs, new insulated roof
covering, replacement of all windows a new fire safety automatic
opening ventilation system (in the stairwell and lobby next to the
stairwell) and internal decorations to communal areas.

21/08/2022 - Demolition of Filwood Cinema ref: 1452 Recommendations Approved
Demolition of the cinema has been discussed

2-20 Filwood Broadway is allocated for development and identified
as a priority site for Housing Delivery.

building – decision 30th January 2018,
Meeting of Cabinet 18th January 2022 – Housing Revenue
Account (HRA) Budget and Business Plan. (Item 11) – to
implement the HRA 2022/23 HRA Development Programme in Appendix 3.
Sites approved to planning construction anticipated over the next 5
years – Filwood Cinema 30 social rent units.
The building has been partly demolished internally and stripped out
and this is the works to finalise the demolition process and
‘make safe’ the party wall to the adjoining rank

Decision:
Appointment of Wring Group Ltd, demolition
contractor, to complete the demolition of Filwood Cinema following
a re-tender process. The demolition works will include structural
support steels and an external insulated render (waterproof system)
to the party wall.
The reason for the replacement contractor is due to party wall
issues which delayed the demolition. The previous appointed
contractor withdrew from the project.
